If I set a ruleset and then load a scenario with ruleset_locked=FALSE it is loaded with the currently loaded ruleset as expected. If I first load the ruleset_locked=FALSE scenario and then try to switch ruleset I get an error message that I can't switch ruleset after the game has started. This makes it look like I can't switch ruleset for non ruleset_locked scenarios.

What do you propose as a fix? Adjusting the error message to tell how ruleset_locked=FALSE works?
