We have requirement vector for unit types internally, that is not exposed to ruleset as we support only specific requirements in it. Currently unit government and improvement requirements are stored in it. Next step would be to move also the tech requirement in.

I have the main logic implemented, but there are some dependencies to be resolved first. For the AI paratroopers part, it's best to resolve #44926 before, to provide sensible baseline to work on.
