CI tests from master are failing because of "unstable ruleset saving" after ruleup from S3_1, i.e., making two rounds of saving and loading produces different saved ruleset files.

From the first look at the logs it seems that functionality of those rulesets would be identical, but the order in which action enablers are listed differ.
