Make it possible to build freeciv-web version of the server with meson. This is really only needed in master as freeciv-web follows master, but targeting to S3_1 too to not have diff between meson build files between the two branches (as meson based build is still under heavy development, it makes life much easier)

Are you planning to use this in Freeciv-web before the Freeciv server version catches up to it? Asking because I need to know if I can continue to delete patch fragments that touches meson if they cause a conflict during server update.

Should we add a CI test to Freeciv.-web that the meson build isn't broken?

At least eventually, yes. However, if it's currently broken, it's not a high priority to fix it explicitly (can wait that updates from freeciv/freeciv fix the situation)
