 There are two ways you would want to move toolbars around. One is to detach a toolbar from the window, another is to place it to a different place (usually the edge) inside the window.  Circled in red, is the handle which you have to click if you intend to move the toolbar out of the window. This handle is hard to see even when you run the program.
