That's because it doesn't value traderoutes at all (not implemented), but gets traderoutes as byproduct of going for one-time-bonus in classic rulesets. civ2civ3 does not provide the one-time-bonus, that AI would value, at all. Eventually AI should be made to correctly value traderoutes. Until then we may want to adjust civ2civ3 rules (in S3_1).
