Mind you that we have hardcoded coastal bombardment rules setting firepower to 1 in certain cases
No, we don't. See #43041 that this ticket depends on.

Ticket details:

Nef reports in http://forum.freeciv.org/f/viewtopic.php?f=15&t=597&start=20#p100711 that AI handles units with just 1 hitpoint really badly. As a solution we should increase all hitpoints and firepowers (so that units would still get killed when ever hit).
Proper ruleset support for having increased firepower in *all* situations -> #43041 (making this S3_1+ only)
