S3_2 patch applies to current master, and should apply to S3_2 after branching.
main patch should apply to main branch after S3_2 branching.

Ticket details:
We already have enabler_get_action() macro, but most places are not using it. Start using it, and a new enabler_get_action_id() where ever applicable, to hide exact storage detail.
