Moving windows/ as a whole is a bit big chunk to get everything right at once. Looking in to moving some parts separately. Icons part -> #48001

Windows -specific directory should be moved under platforms/
Targeting this to freeciv-3.3.
Freeciv-3.2 should have installer_msys2 and installer_cross directories *internally* organized to support well the fact that there's two build systems in supported (meson & autotools). That work is ongoing.
Freeciv-3.3 should support windows builds outside source tree. While not a strict dependency, it makes sense to prepare for that by arranging things under platforms/
