Most of our flag pngs were generated over ten years ago, with then-current tools. I assume that results would be better with modern tools, namely that they would compress better. It might make sense to regenerate all the flags.
The route we've taken has not been simply to regenerate the flags, but to check .svg files too. For certain types of issues in them we've been updating them to 3.2. Likely will do the others to 3.3.
