Mind you that we have hardcoded coastal bombardment rules setting firepower to 1 in certain cases, see HRM#865055. Maybe we'd better fix something in AI here (looks like some magic constant or two is adjusted for Classic ruleset but should be a calculated variable).

That would be good. This HP + firepower has always been considered as a workaround, but I'm still going forward with it as there's no real fix in sight.
Nef reports in http://forum.freeciv.org/f/viewtopic.php?f=15&t=597&start=20#p100711 that AI handles units with just 1 hitpoint really badly. As a solution we should increase all hitpoints and firepowers (so that units would still get killed when ever hit).
Proper ruleset support for having increased firepower in *all* situations -> #43041 (making this S3_1+ only)
