LUA should be able to access Gov type of a Player
Lots of special effects in a ruleset might be dependent on the type of government.
LUA has types for Gov, but those currently seem useless. Why? There is no way to access the only element for which a government is relevant: a Player.
Adding a function to access Gov type for a Player would be useful for ruleset creators who generate special effects based on Gov types.
