Move the alltemperate and single_pole members from the server-only part of civ_map to the common part, and add them to the map_info network packet. This is an interim change to prepare for #44036, after which #44038 becomes possible to phase out alltemperate and singlepole.

Remember to bump network capstr in fc_version when pushing this. It's ok not to include that part in the patch submitted to osdn as it would only cause conflicts between commits that want to do that bump.
