Was originally requested in #42502 but that ticket was closed without it. Let in multiresearch rulesets it would be possible to change a player's knowledge of a specific tech, not necessarily currently researched. Probably, some tech cost getting functions should accompany it (and client-side ones depend on #42713 decisions).

Need a check if still applieable, and maybe needs some alignment with bulbs_saved() for non-multiresearch case (like, rewrite the saved tech and its progress).
