AI: dai_choose_attacker_air() hardcoding military emergency as 100.
I think dai_choose_attacker_air() code:
if (choice->want >= 100 && ...
This is not just a cosmetic bug in 3.1 or later, but causes autogames to differ in practice.
Pushed to branches other than S3_0, which is in semi-freeze. Will push there after 3.0.8 release.
