This one might need to be synchronized with other developments, so that we don't have conflicting patch(es) to change actions (in game.ruleset) and the patch to move them to actions.ruleset at the same time.

yes,i rebased my patch and i found it had a conflict,
however as it is a simple copy and paste i created a haskell program to read game.ruleset and write a new game.ruleset and actions.ruleset. so i will update daily a new one if i rebase and it breaks. sorry for the lots of deleted messages it was unresponsive so i clicked many times and then it responded and added it 4 times
